News/Media Alliance Submits Comment on California Privacy Protection Agency Proposed Rulemaking on Data Broker Requirements

On June 10, 2025, the News/Media Alliance submitted a comment to the California Privacy Protection Agency opposing a proposal to expand the definition of “direct relationship” in the Agency’s proposed text of data broker regulations.

The Alliance argues that the Agency is constrained by and legally prohibited from exceeding the definitions set forth in relevant legislation, and that the Agency should not contradict the legislative intent set in the California Consumer Privacy Act and other cited measures.

The Alliance also notes that the proposed text could create confusion for consumers and costly operational obligations for thousands of businesses, despite not being authorized or intended by the Legislature.

The Alliance urges the Agency to revise its proposal to protect the vital role of news publishers in providing reliable information to consumers for free or low cost, and supporting California’s economy.
